The Excellence in Scouting Fund
The purpose: The Blaine Billinger Excellence in Scouting Fund is a 501(c)(3) non-profit organization, and was created to promote scouting in a positive way, and to assist scouts who may not otherwise be able to participate in scouting activities and events. The fund affords scouts the opportunity to obtain sponsorship for miscellaneous scouting activities or promotes secondary education in an institution of higher learning.
Scholarships will be determined by a committee based on recommendations from individual scoutmasters within various councils throughout the United States. Recipients will be chosen by a committee of five including two former scout leaders.

Blaine Billinger began his scouting career at a young age as a cub scout. He remained very involved in troop activities throughout his school years, attending many camps in Kansas, Colorado and New Mexico, including the Philmont Scout Ranch, America's largest high-adventure camp. Eventually he earned the rank of Eagle Scout as a high school junior in 1998. Blaine enjoyed the outdoors and participating in activities with his friends in Troop 113 in Hays, Kansas. He also enjoyed his scouting experience thanks to the guidance and friendship of his leader Bob Dreher.
On September 17, 2011, while riding his mountain bike, Blaine collapsed and passed away after suffering Sudden Cardiac Death. Ironically, the first person to come to his aid was a stranger and a fellow Eagle Scout who cared for Blaine until paramedics arrived.
Blaine's parents wanted to honor him and celebrate his life by creating the Blaine Billinger Excellence In Scouting Fund. The aim of the fund is to aid scouts with scholarship dollars for education and for youth needing financial assistance to participate in scouting activities.
Ken and Patty would like to thank family members and friends who have become involved with this project and also thank all of those who have already made generous donations to this cause. Thank you for your support!
